AN HISTORIC Newport building was served an enforcement notice by the council after fitting uPVC windows.

The Masonic Hall on Lower Dock Street which is used by different organisation, societies, clubs and for functions including weddings, was given the notice by Newport City Council for fitting the windows without listed building consent.

A council report states that the windows were installed in a prominent position in the top floor of the Grade II listed building sometime in the last ten years.

But the notice insists these are replaced with aluminium windows with a ‘top-hung’ design which were fitted at the time of the Hall’s listing in May 1980 or with timber sliding sash windows.

The report by the council’s head of planning, regeneration and strategic housing, Andy Evans, said the uPVC windows are “unacceptable” because they are clearly visible from public view and do not protect or enhance the “special character” of the historic building.

The report said the uPVC windows do not accord with the period, style or detail of the building.

A spokeswoman for Newport City Council said the Masonic Hall is a listed building and that it is therefore a criminal offence to fit new windows without first obtaining planning permission from the council.

She said attempts to resolve the matter informally have been unsuccessful and said the owners have a right of appeal against the notice.

A spokesman for Newport Masonic Hall said : "We find it regrettable that the council did not have the courtesy of discussing it before issuing the enforcement notice. Subsequently, at our request, a meeting was held and we're currently waiting for a reply to our latest letter."

I suppose if they were a bunch of Tinkers building without permission - sorry,- Travellers, the council wouldn't trouble them. Perhaps they should say they're a Travelling Lodge.

I used to build mobile phone networks and there are ways to install things that mask them to fit in with planning regs.

Perhaps the Lodge could contact a company that do this as I am sure that would be cheaper than new windows...

That reflects my masonic attitude to people that deliberately flout the law. My many years of experience of having to deal face to face with these people and the misery they cause, shapes my personal feelings towards them. My comments however, were not aimed at this group of people, however personally distateful I find them, but more at the hypocricy of councils, who enforce their regulations against the law abiding, but not against those who ignore them, on grounds of political correctness or the soft witted belief that it "infringes their 'yuman rights."

I am sure bod, that you are not condoning lawlessness and your post reflects only your wish to love all your fellow man. I thus do not intend to get into a bun fight over it and apologise if my flippant comment, intended to be humorous, has made you feel uncomfortable in any way.

I fully own my uncomfortableness as my mine lone, and is probably due to having lived far from the land of song long enough to have become a 'shandy drinking softy southerner' who has been heavily influenced by the love and generosity that emenates from all who dwell in the Big Smoke....:)

Being a bit less flippant, there is at least one member of this forum who is a member of said community and could take offence

On the original post - it is a great shame that the council involved weren't so protective of the very old cattle market that stood next to the hall in question as there is now a hideous ASDA shed on the site, which is less than complimentary to the victorian buildings surrounding the area. That said the custodians of the hall should have ensured they were aware of the relevant restrictions and reg's relating to the building

:D The tree masts are very expensive! We used to do all sorts though. Putting antennas in Church towers and replacing the old wood louvres with plastic ones that are more RF transparent is one example.

Anyway, Fibreglass frames could be made or even wood effect heavy duty stickers can be used to make the windows look like they are made of something else.

It's all down to the planning officer really but I would use the Asda next door as leverage...
